Senior Project Manager (PM3) / Senior Business Analyst

Key Responsibilities<\/b>
<\/b><\/span>Project Leadership & Governance
<\/span>Lead full project lifecycle delivery (initiation, planning, execution, monitoring, closure).
<\/span>Develop and manage project charters, plans, schedules, budgets, and risk registers.
<\/span>Provide governance reporting to executive sponsors and steering committees.
<\/span>Ensure compliance with structured project management and solution delivery frameworks.
<\/span>Manage multiple concurrent workstreams within complex enterprise environments.<\/span> Business Analysis & Requirements Management<\/b>
<\/b><\/span>Lead stakeholder engagement and facilitate workshops to elicit and validate requirements.
<\/span>Document current\-state and future\-state processes, business capabilities, and system workflows.
<\/span>Develop Business Requirements Documents (BRDs), functional specifications, and traceability matrices.
<\/span>Prioritize requirements in collaboration with business and technical stakeholders.
<\/span>Support gap analysis, solution evaluation, and modernization roadmaps.<\/span> System Modernization & Integration<\/b>
<\/span>Lead modernization of legacy applications to contemporary platforms.
<\/span>Manage integration efforts between enterprise applications and corporate financial systems.
<\/span>Oversee API integrations, data exchange processes, and external system interfaces.
<\/span>Coordinate infrastructure upgrades and platform transitions.<\/span> Azure DevOps & Release Management<\/b>
<\/span>Lead release planning and execution using Azure DevOps.
<\/span>Manage product backlogs, sprint planning, and defect tracking.
<\/span>Collaborate with development and QA teams to ensure release readiness.
<\/span>Implement DevOps practices for improved traceability and delivery efficiency.<\/span> Cross\-Functional Team Leadership<\/b>
<\/b><\/span>Lead teams consisting of business SMEs, developers, QA analysts, architects, and external vendors.
<\/span>Align business objectives with technical delivery.
<\/span>Manage stakeholder expectations across internal departments and external agencies.
<\/span>Facilitate collaboration across multi\-jurisdictional environments (e.g., federal and provincial stakeholders).<\/span> Quality Assurance & Testing Oversight<\/b>
<\/b><\/span>Support development of test strategies and test plans.
<\/span>Coordinate User Acceptance Testing (UAT) and quality control processes.
<\/span>Oversee defect management and release sign\-off activities.<\/span> Required Qualifications<\/b>
<\/b><\/span>Minimum 5+ years of Project Management experience leading complex IT initiatives.
<\/span>Minimum 5+ years of experience with large, complex enterprise systems and system integrations.
<\/span>Minimum 3+ years leading projects utilizing Azure DevOps for release management.
<\/span>Minimum 3+ years performing Senior Business Analyst functions.
<\/span>Demonstrated experience integrating systems with corporate financial platforms.
<\/span>Experience leading cross\-functional teams including internal and external resources.
<\/span>Experience working within government or public\-sector service delivery environments.
<\/span>Strong written and verbal communication skills in English.<\/span> Core Competencies<\/b>
