Business Analyst

Project Overview

Digital Health, a Shared Health service, facilitates the improvement and enablement of healthcare delivery transformation through the use of information and communication technology. The focus is to provide efficient, effective information management and communication technology processes across the provincial health sector.

Work Location

Services will be performed on site.

Engagement Type

One (1) Full-Time Individual Resource

Personal Health Information (PHI & PHIA)

As part of the services under this engagement, the Resource:

  • Will have custody or control of Personal Health Information (PHI); and/or
  • May perform the services of an Information Manager as defined in The Personal Health Information Act (Manitoba).

The successful candidate must demonstrate an understanding of privacy, confidentiality, and security requirements related to healthcare information systems and PHIA compliance.

Position Summary

The Business Analyst will work collaboratively with clinical stakeholders, project teams, and technical resources to support healthcare transformation initiatives within a large-scale digital health environment. The role is responsible for gathering and documenting business requirements, analyzing workflows, identifying process improvement opportunities, supporting system implementations, and coordinating testing activities.

The ideal candidate will possess extensive healthcare experience, strong stakeholder engagement skills, and hands-on experience with clinical systems, cardiovascular healthcare initiatives, Altera Sunrise EPR, and M365 mail migration projects.

Key Responsibilities

  • Collaborate with clinical and operational stakeholders to gather, analyze, and document business and functional requirements.
  • Analyze current and future-state workflows and identify capability gaps and process improvement opportunities.
  • Develop business process maps, workflow diagrams, use cases, and related project documentation.
  • Facilitate stakeholder meetings, workshops, and requirements validation sessions.
  • Support implementation activities for healthcare technology and clinical information systems.
  • Lead and coordinate software testing activities including:
    • Test strategy development
    • Test plans
    • Test scenarios and test cases
    • Defect tracking and resolution support
    • User acceptance testing (UAT)
  • Support implementation and optimization of Altera Sunrise EPR solutions.
  • Participate in cardiovascular health project initiatives within acute care environments.
  • Support M365 mail migration activities in healthcare environments.
  • Ensure solutions align with clinical, operational, privacy, and regulatory requirements.
  • Provide project status updates, risk identification, and issue resolution support.
  • Collaborate with project managers, technical teams, vendors, and operational leadership throughout the project lifecycle.

Mandatory Qualifications

The successful candidate must provide proof of the following:

  • Diploma or Certification in Business Analysis
  • Valid PRINCE2 Foundation or PRINCE2 Practitioner Certification

Required Skills and Experience

Healthcare Business Analysis Experience

  • Minimum 10 years of experience in an analyst role within healthcare environments.
  • Demonstrated experience working directly with clinical stakeholders to implement workflow changes or new systems.
  • Experience documenting customer requirements, mapping business processes, and identifying capability gaps.

Cardiovascular Health Experience

  • Minimum 1 year of experience implementing cardiovascular health projects in a large-scale acute care setting.

Software Testing Experience

  • Minimum 3 years of experience leading and executing software testing activities including:
    • Developing test plans
    • Creating testing estimates
    • Writing and executing test cases
  • At least one project example must be within a healthcare environment.

Altera Sunrise EPR Experience

  • Minimum 1 year of experience implementing or supporting Altera Sunrise EPR.

M365 Mail Migration Experience

  • Minimum 1 year of experience implementing M365 mail migration projects within a healthcare environment.

Preferred Qualifications

  • Strong understanding of healthcare operations, clinical workflows, and digital transformation initiatives.
  • Experience working within provincial or regional healthcare organizations.
  • Knowledge of healthcare privacy legislation and PHIA requirements.
  • Excellent analytical, communication, facilitation, and documentation skills.
  • Strong stakeholder management and collaboration capabilities.
  • Ability to work effectively in complex, fast-paced healthcare environments.

Deliverables

The Business Analyst will be expected to:

  • Produce comprehensive business and functional requirements documentation.
  • Develop workflow and process mapping documentation.
  • Create and execute software testing deliverables.
  • Support system implementation and migration activities.
  • Provide stakeholder communication and status reporting.
  • Contribute to successful project delivery within scope, timeline, and quality expectations.
