IT Business Analyst Level 3 – Emerging Technology

 Schedule: Monday – Friday, 8:00 AM – 5:00 PM, excluding State holidays

 

 

We are seeking a senior-level IT Business Analyst Level 3 to support complex, emerging technology initiatives within a large-scale Mainframe Transformation Program. This role will focus on modernizing legacy environments through SaaS and COTS implementations, data migration, and enterprise data warehouse development.

 

This is a high-impact position requiring deep analytical expertise, technical documentation proficiency, and the ability to operate with minimal supervision while driving measurable outcomes across multiple interrelated projects.

 

Position Overview

The Business Analyst will perform advanced business analysis activities in support of modernization efforts involving:

  • SaaS and COTS software implementations
  • Migration of data from legacy mainframe systems
  • Development of enterprise Data Warehouse solutions
  • Reverse engineering legacy systems to define and document requirements

 

This role requires initiative, independent judgment, and the ability to lead structured analysis efforts across cross-functional teams.

 

Core Responsibilities

Requirements Elicitation & Documentation

  • Utilize multiple methods to gather, analyze, and document business and technical requirements
  • Reverse engineer legacy mainframe systems to extract and document functional and technical requirements
  • Develop traceability matrices, use cases, prototypes, and data models
  • Create and update functional design documentation and process diagrams
  • Define system specifications and deliver complete documentation packages

 

Process Analysis & Design

  • Review, assess, and re-engineer business processes
  • Facilitate analysis of functional requirements and translate them into technical specifications
  • Design business process diagrams and workflow documentation
  • Support process improvement initiatives and modernization strategies

 

Production Support & Root Cause Analysis

  • Analyze production support issues
  • Conduct root cause analysis and document corrective actions
  • Identify data and system corrections needed to resolve defects

 

User Acceptance Testing & Implementation Support

  • Develop, validate, and oversee User Acceptance Testing activities
  • Provide guidance to business and functional units throughout testing, training, and implementation
  • Ensure deliverables align with established business analysis methodologies and quality standards

 

Stakeholder Engagement & Leadership

  • Facilitate interactive sessions with business and cross-functional teams
  • Communicate findings through detailed technical writing and executive-ready presentations
  • Provide guidance to team members and potentially supervise assigned work
  • Maintain alignment with key business drivers and organizational objectives

 

Minimum Qualifications – Required

  • 10+ years of business analysis experience on software development projects
  • 10+ years of hands-on requirements elicitation and technical documentation
  • 10+ years facilitating interactive sessions with business and technical stakeholders
  • 10+ years defining functional designs and system specifications
  • 10+ years conducting root cause analysis and production issue assessment
  • 10+ years preparing and delivering comprehensive documentation packages
  • Strong expertise in:
    • Traceability and use case development
    • Prototyping and screen mockups
    • Data modeling
    • Business process documentation
  • Advanced technical writing skills
  • Proficiency in Microsoft Office Suite and prototyping tools such as Visio, SnagIt, Adobe Illustrator, or Axure
  • Excellent interpersonal, presentation, and stakeholder communication skills

 

Preferred Qualifications

  • Experience working in mainframe environments
  • Knowledge of COBOL, SQL, SSIS, ETL processes
  • Experience with Data Warehouse or Data Lake architecture
  • Experience with Snowflake
  • Experience with Azure DevOps
  • Experience with Risk Based Data Management System, RBDMS COTS
  • Background in Oil and Gas industry or compliance-related initiatives
  • Experience leading process improvement initiatives
  • Bachelor's Degree in Computer Science, Business Administration, or related field
  • CCBA, CBAP, or similar certification
