Role Overview
The State of Ohio is seeking an IT Consultant 2 to support the OFCC application development group in the modernization of the CMW system, migrating from Perl/MySQL to Java/React/MariaDB on an AWS platform.
This role requires strong hands-on development expertise combined with technical leadership, mentoring, and modernization experience.
Key Responsibilities
- Provide expert technical guidance and validate project deliverables (requirements, test results, designs)
- Mentor development teams and create high-level technical documentation
- Analyze business operations and recommend technical/process improvements
- Translate business needs into clear technical requirements and performance standards
- Develop modernized application components as needed
- Perform peer reviews and participate in pair programming
- Plan, execute, and review System Testing and User Acceptance Testing (UAT)
- Troubleshoot risks and resolve complex development issues
- Leverage AI tools to support application development and testing
Required Skills & Experience

10+ years expertise in Perl (all versions)

10+ years experience with Java & React (Full Stack)

10+ years experience with MySQL / MariaDB
- Strong experience in application modernization
- Experience designing and executing test plans for Java applications
- Hands-on experience with AWS or Azure
- Excellent communication, problem-solving, and risk analysis skills
Highly Desired
- Construction Management domain experience
- Experience resolving complex technical risks and issues
- Strong testing, modernization, and cloud migration background
